Here's the definition of "happy hour": a bar's answer to rush-hour traffic, when pencil-pushers and other slaves of the 9-to-5 can wait for clear streets while nursing cheap drinks and light food. That's the basis of Kapow's weekday specials. From 4 to 7 p.m., draft beers are half-off, as are house wines and well liquors. Pabst Blue Ribbon costs $2, and so does Sapporo. Off the small-plates menu, items that regularly cost less than $8 go down to $3 or $4, depending on the dish.
